This Web sites usefulness can be judged by how many people came to the site for information.
This data is gathered from the web server logs, counting only access to the CARE entry page. Since browsers save copies of pages, each distinct user that visits only counts once while their browser saves a copy of the page. This is a reasonable measure of unique web pages "impressions", instead of raw hits (like the web counter at the bottom of the entry page) which racks up counts even if the same person is repeatedly viewing the page.
